Police arrested Shinichi Kuroda (47), who was driving a heavy-duty truck in Kakogawa City, Hyogo Prefecture, on the spot on suspicion of negligent driving injuries.
According to police, the site was a straight three-lane road through a tunnel from Mie prefecture to Shiga prefecture, and light passenger cars stopped from the shoulder on the left side of the road to the driving lane.
Police are checking the identities of the two dead and investigating the details and cause of the accident.
