看護かんご師しによる入院にゅういん患者かんじゃへの暴行ぼうこう事件じけんが起おきた東京とうきょう八王子はちおうじ市しの精神せいしん科か病院びょういん「滝山たきやま病院びょういん」について18日にち、第三者だいさんしゃ委員いいん会かいが行政ぎょうせいの検査けんさの不備ふびなどを指摘してきした調査ちょうさ報告ほうこく書しょを公表こうひょうしたことを受うけて、厚生こうせい労働ろうどう省しょうの武見たけみ大臣だいじんは「精神せいしん科か病院びょういんの入院にゅういん患者かんじゃの処遇しょぐうの改善かいぜんを確実かくじつに図はかっていきたい」と話はなしました

On the 18th, a third-party committee released an investigation report pointing out deficiencies in administrative inspections regarding Takiyama Hospital, a psychiatric hospital in Hachioji, Tokyo, where an assault incident by a nurse against an inpatient occurred. In response, Minister Takemi of the Ministry of Health, Labor and Welfare said, ``We want to make sure that the treatment of inpatients at psychiatric hospitals is improved.’’

東京とうきょう八王子はちおうじ市しの精神せいしん科か病院びょういん「滝山たきやま病院びょういん」では、ことし2月つき、入院にゅういん患者かんじゃへの暴行ぼうこう事件じけんが発覚はっかくし、これまでに看護かんご師しら5人にんが略式りゃくしき起訴きそされていて、都とはことし4月つき、病院びょういんに改善かいぜん命令めいれいを出だしました

At Takiyama Hospital, a psychiatric hospital in Hachioji, Tokyo, an assault on an inpatient was discovered in February this year, and five people, including a nurse, have been summarily indicted. We issued an order for improvement to the hospital.

これを受うけ、弁護士べんごしでつくる第三者だいさんしゃ委員いいん会かいがきのう調査ちょうさ報告ほうこく書しょを公表こうひょうし
▽医師いしの指示しじのない違法いほうな身体しんたい拘束こうそくが日常にちじょう的てきに行おこなわれていたことや
▽新あらたに看護かんご師しが患者かんじゃに暴行ぼうこうを行おこなっていたことが認みとめられたこと
それに
▽虐待ぎゃくたいが早期そうきに発覚はっかくせず、改善かいぜんされなかった原因げんいんとして、行政ぎょうせいの検査けんさの不備ふびなどが指摘してきされました

In response, Minister Takemi of the Ministry of Health, Labor and Welfare said at a press conference after the cabinet meeting on the 19th, ``I am aware that efforts are underway at Takiyama Hospital to prevent recurrence of abuse based on the improvement plan. We will continue to work closely with the Tokyo Metropolitan Government to take necessary measures.”

これを受うけて、厚生こうせい労働ろうどう省しょうの武見たけみ大臣だいじんは19日にちの閣議かくぎの後のちの記者きしゃ会見かいけんで「滝山たきやま病院びょういんでは、改善かいぜん計画けいかくに基もとづいて、虐待ぎゃくたいの再発さいはつ防止ぼうしに向むけた取り組とりくみも進すすんでいると承知しょうちしているが、引き続ひきつづき、都とと密接みっせつな連携れんけいをはかって必要ひつような対応たいおうを行おこなっていく」と述のべました

Regarding the prevention of abuse at psychiatric hospitals, a revised Mental Health and Welfare Act will go into effect from April next year that will require staff to report to prefectures, etc. if they discover a patient who appears to have been abused.

精神せいしん科か病院びょういんでの虐待ぎゃくたい防止ぼうしを巡めぐっては、来年らいねん4月つきから虐待ぎゃくたいを受うけたとみられる患者かんじゃを職員しょくいんなどが発見はっけんした場合ばあいに、都道とどう府県ふけんなどへの通報つうほうが義務ぎむづけられる改正かいせい精神せいしん保健ほけん福祉ふくし法ほうが施行しこうされます

Regarding this, Minister Takemi stated, ``By promoting these initiatives, we would like to ensure that the treatment of hospitalized patients is improved.’’
