Shibuya and Setagaya wards in Tokyo have decided to independently issue a Certificate of Eligibility, which can be used in the same way as a health insurance card, to all National Health Insurance subscribers, regardless of whether they have a My Number insurance card or not.

The government has stated that, in principle, the eligibility certificate will be issued to people who cannot use the My Number insurance card, and that they will confirm the facts.

The My Number health insurance card began full-scale operation last December, but as of the end of last month, its usage rate was 28%.

The government plans to issue a Certificate of Eligibility, which can be used in the same way as a health insurance card, not only to people who do not have a My Number insurance card but also to late-stage elderly people aged 75 and over.

Regarding this eligibility certificate, Shibuya Ward and Setagaya Ward in Tokyo have decided to issue their own certificates for users of the National Health Insurance for the self-employed, regardless of whether or not they have a My Number health insurance card.

The target is approximately 46,000 people in Shibuya Ward and about 160,000 people in Setagaya Ward, and from this summer onward, they plan to send out Eligibility Certificates in sequence.

Regarding the decision that differed from the national policy, each ward stated that the authority to issue National Health Insurance lies with the local governments, and explained that since the system is in a transitional period, this is to ensure that users can receive medical care under insurance without confusion.
