In order to strengthen the disaster prevention system, a revised Basic Act on Disaster Countermeasures—which includes requiring local governments to disclose their stockpiles of disaster supplies and establishing a registration system for volunteer organizations—was passed and enacted by a majority vote in the plenary session of the House of Councillors.
改正災害対策基本法や改正災害救助法など6つの改正法は、能登半島地震の教訓なども踏まえ防災体制を強化するもので、自治体に対し、保存食や簡易トイレといった災害用物資の備蓄状況を年1回、公表することを義務づけています。
The six revised laws, including the amended Basic Act on Disaster Countermeasures and the amended Disaster Relief Act, are aimed at strengthening disaster prevention systems based on lessons learned from the Noto Peninsula earthquake and other events. They require local governments to publicly disclose the status of their stockpiles of disaster supplies, such as preserved food and portable toilets, once a year.
また、ボランティア団体を事前に登録する制度の創設や、自治体との連携を促進し、活動に必要な実費を支給することも盛り込んでいます。
It also includes the establishment of a system for pre-registering volunteer organizations, promoting cooperation with local governments, and providing reimbursement for necessary expenses related to their activities.
さらに、避難所だけでなく自宅や車で避難生活を送る高齢者などへの福祉支援を充実させるほか、能登半島地震で水道管の破損などによって復旧が遅れたことも踏まえ、災害時に水道復旧のため事業者が私有地に立ち入れるようにするとしています。
Furthermore, in addition to enhancing welfare support for elderly people and others who evacuate not only to shelters but also at home or in their cars, the plan also takes into account the delays in recovery caused by damaged water pipes during the Noto Peninsula Earthquake, and stipulates that, in the event of a disaster, service providers will be allowed to enter private property to restore water services.
改正災害対策基本法などは、28日の参議院本会議で採決が行われ、賛成多数で可決・成立しました。
The revised Basic Act on Disaster Countermeasures and other related laws were put to a vote at the House of Councillors plenary session on the 28th, and were passed and enacted by a majority vote.
政府は改正法の施行に向けて、自治体やボランティア団体に対し、制度の周知を図るなど準備を進めることにしています。
The government is preparing for the enforcement of the revised law by working to raise awareness of the system among local governments and volunteer organizations.
