The bills concerning the selective married couples separate surnames, submitted by the Constitutional Democratic Party, Japan Innovation Party, and Democratic Party for the People, were explained in outline at the House of Representatives Committee on Judicial Affairs on the 30th, and will now enter deliberation.
選択的夫婦別姓をめぐっては、
▽立憲民主党と国民民主党が、それぞれ独自に制度を導入するための法案を、
▽日本維新の会が、制度の導入ではなく、結婚後も旧姓を通称として使用できることを規定した法案を、国会に提出しています。
Regarding the selective married couples separate surnames, the Constitutional Democratic Party and the Democratic Party for the People have each submitted their own bills to introduce the system, while the Japan Innovation Party has submitted a bill to the Diet that does not introduce the system, but instead stipulates that former surnames can be used as common names after marriage.
29日の衆議院法務委員会の理事懇談会で、与野党が3つの法案の取り扱いを協議した結果、30日委員会を開いて、それぞれの法案の趣旨説明を行い、審議に入ることで合意しました。
At a meeting of the House of Representatives Committee on Judicial Affairs on the 29th, ruling and opposition parties discussed how to handle three bills and agreed to hold a committee meeting on the 30th to explain the purpose of each bill and begin deliberations.
衆議院法務委員会で選択的夫婦別姓に関する法案の審議が行われるのは、1997年以来28年ぶりとなります。
In the House of Representatives Committee on Judicial Affairs, it will be the first time in 28 years since 1997 that a bill regarding the selective use of separate surnames for married couples is being deliberated.
一方、理事懇談会では、立憲民主党が週明けの来月3日に委員会を開き、法案質疑を始めたいと提案したのに対し、自民党は重要な問題であり、各党の意見も聞きながら丁寧に対応していく必要があるとして折り合わず、引き続き、協議することになりました。
On the other hand, at the board members meeting, while the Constitutional Democratic Party proposed to hold a committee meeting and begin questioning on the bill on the 3rd of next month at the beginning of the week, the Liberal Democratic Party did not agree, stating that this is an important issue and that it is necessary to respond carefully while listening to the opinions of each party. 選択的夫婦別姓をめぐって与党側は、法案を提出せずに野党3党の法案の審議に臨む方針です。
The ruling party plans to attend the deliberation of the three opposition parties bills on the selective married surname system without submitting its own bill.
ただ、会期末まで1か月足らずで各党の主張にも隔たりがあることなどから、3つの法案はいずれも、成立が見通せない状況です。
However, with less than a month left until the end of the session and differences in the positions of each party, none of the three bills are likely to pass.
与野党の状況
《与党》
与党側は、法案を提出せずに野党側の法案の審議に臨む方針です。

▽自民党は党内で制度の導入に賛否両論があり、28日に党の作業チームの会合で旧姓の通称使用の拡大を推し進め、引き続き熟議を重ねるなどとした「考え方」の修正案を大筋で了承しました。
The Liberal Democratic Party has both supporters and opponents of the system within the party. On the 28th, at a meeting of the partys working team, they broadly approved a revised proposal of their position, which promotes the expanded use of maiden names as aliases and states that further in-depth discussions will continue.
▽公明党は制度導入を推進する立場で党内議論を進めていて、野党側の法案の審議の中で、党の考え方を説明することにしています。
The Komeito Party is advancing internal discussions from the standpoint of promoting the introduction of the system, and plans to explain the partys position during the deliberations on the opposition partys bill.

野党側は、3党が独自の法案を衆議院に提出しました。
The opposition parties submitted their own bills to the House of Representatives.
▽立憲民主党の法案では、制度を導入するため、夫婦が別姓を選ぶ場合、子どもの姓をどちらにするかは結婚する時に決めるなどとしています。
In the Constitutional Democratic Party’s bill, in order to introduce the system, it is stipulated that if a married couple chooses to have different surnames, they must decide at the time of marriage which surname their child will take.
▽日本維新の会の法案は、制度の導入ではなく、戸籍法を改正し、希望する人が旧姓を戸籍に記載することなどで、結婚後も旧姓を通称として使用できることを規定しています。
The bill proposed by the Japan Innovation Party does not introduce a new system, but rather amends the Family Register Act to allow those who wish to have their maiden name recorded in the family register, thereby permitting the continued use of their maiden name as a commonly used name after marriage.
▽国民民主党は、制度を導入するため、今の戸籍制度の存続を前提に夫婦が別姓を選ぶ場合、結婚する際にどちらかを戸籍の筆頭者と定め子どもは筆頭者と同じ姓にするなどとした法案を28日に提出しました。
The Democratic Party for the People submitted a bill on the 28th to introduce a system in which, assuming the current family registry system remains, married couples can choose to have different surnames. In this case, when getting married, one spouse would be designated as the head of the family register, and any children would take the same surname as the head.
共産党、れいわ新選組は制度の導入に賛成の立場です。
The Communist Party and Reiwa Shinsengumi are in favor of introducing the system.
