The Tokyo Metropolitan Police have arrested four people, including a company executive in Tokyo, on suspicion of illegally handing over the delivery accounts of the food delivery service Demae-can to foreigners, according to interviews with investigative sources.

The Metropolitan Police Department is investigating the case, suspecting that more than 100 accounts were illegally lent out mainly to Uzbekistanis without work permits in exchange for compensation.

Those arrested are four people in total, including Kotaro Yamazaki, a 50-year-old company executive from Nakano Ward, Tokyo, and a 24-year-old suspect from Uzbekistan.

According to investigators, the four are suspected of having illegally created accounts for delivery workers on the food delivery service Demae-can in October two years ago, by hiding the fact that someone who was actually not eligible to register was using the account, in violation of laws such as unauthorized creation of private electromagnetic records.

Foreigners who can register as delivery workers are limited to those with work permits, but Yamazaki and others are suspected of having Japanese people recruited on social media create delivery worker accounts, and then lending those accounts to Uzbeks without work permits.

According to the investigation so far, out of the rewards earned by the delivery worker, 20,000 yen per month was paid to the Japanese person who lent their name, and 10,000 yen was paid to the intermediary.

The Metropolitan Police Department is investigating the group’s activities, suspecting that they illegally lent accounts to more than 100 people—mainly Uzbek nationals without work permits—in exchange for compensation.
