While tourist spots across the country are bustling during the long holiday, an NHK survey has revealed that in the Oku-Noto region of Ishikawa Prefecture, about one-third of lodging facilities have still not resumed operations due to the effects of the Noto Peninsula earthquake that occurred a year and four months ago.
施設の再建だけでなく将来的に宿泊客をどう呼び込んでいくかが重要な課題となっています。

石川県の能登半島は観光業が地域経済を支える主要な産業となっていますが、去年の元日に発生した能登半島地震で観光地や宿泊施設が大きな被害を受けました。
Noto Peninsula in Ishikawa Prefecture relies on tourism as a key industry supporting the local economy, but the Noto Peninsula earthquake that occurred on New Years Day last year caused significant damage to tourist spots and accommodation facilities.
地震から1年以上が経過する中、現状はどうなっているのか。
What is the current situation more than a year after the earthquake?
NHKは4月中旬から下旬にかけて、奥能登地域の輪島市と珠洲市、能登町、それに穴水町にある宿泊施設の営業の状況を調べました。
NHK investigated the operational status of lodging facilities in Wajima City, Suzu City, Noto Town, and Anamizu Town in the Okunoto region from mid to late April.
調査したのは自治体や観光協会の情報サイトで紹介されているホテルや民宿など109の宿泊施設で、施設への聞き取りや現地の確認、それに行政への取材などでこのうち99施設の状況が確認できました。
The survey covered 109 accommodation facilities such as hotels and inns introduced on information sites of local governments and tourism associations. Through interviews with the facilities, on-site inspections, and inquiries to authorities, the situation of 99 of these facilities was confirmed.
その結果、全体のおよそ3分の1にあたる36の宿泊施設が、今後、営業しないことを決めたケースを含め「営業を再開していない」ことがわかりました。

施設数の内訳を自治体ごとにみると

▽珠洲市が13
▽能登町が4
▽穴水町が2となっています。

一方、営業を再開している宿泊施設は63と全体の半数以上あり、そのほとんどは観光客の受け入れを行っているとしています。

しかし、宿泊者の多くが復興工事の作業員や被災者を支援する関係者が占めるといった声も聞かれ、復旧・復興が進めばこうした宿泊者も減ることが予想されます。

能登半島地震の被災地では、被災した施設の再建だけでなく、将来的に宿泊客をどう呼び込んでいくかが重要な課題となっています。

建物傾いた民宿 営業再開の見通し立たず
能登半島地震で被害を受け休業を続けている宿泊施設の中には、いまも営業再開の見通しが立っていないところがあります。
Some inns with tilted buildings, damaged by the Noto Peninsula earthquake and still closed, have no prospect of reopening for business.
輪島市河井町にある「深三」は、地元の伝統家屋をイメージして建てられた木造2階建ての民宿です。
Fukami, located in Kawaimachi, Wajima City, is a two-story wooden guesthouse built in the image of traditional local houses.
夫婦で民宿を営む深見大さんによりますと、民宿では地元でとれた魚を輪島塗の容器で提供するなど地域の伝統文化を感じられる雰囲気づくりにこだわっていて、例年の大型連休は多くの予約が入り観光客でにぎわっていたということです。
According to Mr. Fukasawa, who runs a guesthouse with his wife, they are particular about creating an atmosphere where guests can experience the region’s traditional culture, such as serving locally caught fish in Wajima lacquerware dishes. しかし地震で大きな被害を受け、現在も建物の南側が10センチ余り沈み込んでいて、2階の客室の床も斜めに傾いてしまっています。
However, it suffered major damage in the earthquake, and even now, the south side of the building has sunk by more than 10 centimeters, causing the floors of the guest rooms on the second floor to be slanted.
1階の部屋の扉も動かすことができなくなっているほか、窓のサッシの部分にはすき間ができてしまい雨が室内に入らないようシートで覆うなどしています。
The door to the room on the first floor can no longer be opened, and there is a gap in the window frame, so we have covered it with a sheet to prevent rain from getting inside.
業者に相談したところ建物の傾きを直すためには大がかりな工事が必要だとされましたが、業者の人手不足などもあり工事を開始できる時期が決まっていません。
When I consulted with the contractor, I was told that major construction work would be required to fix the tilt of the building, but due to a shortage of workers and other issues, the start date for the construction has not been decided yet.
営業再開の見通しが立たないため、深見さんは週に3日、アルバイトをして生計を立てているということです。
Since there is no prospect of resuming business, it is said that Mr. Fukami is making a living by working part-time three days a week.
今後、施設の復旧工事が行えることになっても多額の費用がかかるとみられ、公的な補助を受けたとしても支払いができるのか不安を感じています。

再開した民宿 観光回復せず不安の声
営業を再開し観光客が戻りつつある宿泊施設でも、本格的な観光需要の回復には至っていないとして、不安の声が聞かれました。

経営者の田中孝一さんによりますと、去年7月からは料理の提供を行うなど観光客を受け入れていて、この大型連休中も観光客が戻りつつあるといいます。

奥能登地域の観光地 影響が長期化
奥能登地域は県内有数の観光地で、能登半島地震で多くの観光業者が被害を受け、影響が長期化しています。

奥能登地域は豊かな自然に伝統的な家屋が広がり「輪島の朝市」や「白米の千枚田」、国の伝統的工芸品に指定される「輪島塗」のほか、塩を製造する技法や海からの強い風を防ぐ「間垣」と呼ばれる竹の垣根など観光資源に恵まれています。
The Oku-Noto region is blessed with tourist attractions such as traditional houses set amidst rich natural surroundings, the Wajima Morning Market, the Shiroyone Senmaida rice terraces, and Wajima-nuri lacquerware designated as a national traditional craft. 県によりますと地震が発生する前の2023年に能登地域を訪れた観光客は627万人余りに上り、観光業は地域経済を支える主要な産業となっています。

地震の発生から1年4か月がたちましたが、飲食店の中には今も休業や営業時間の短縮などの対応をとっているケースが少なくありません。

珠洲の「潮騒レストラン」大型連休にあわせ再開
大型連休にあわせ、能登半島地震と豪雨で2度にわたって被災した石川県珠洲市のレストランが営業を再開し、訪れた人たちが日本海を一望できる眺めと食事を楽しみました。

この店はおととし開かれた「奥能登国際芸術祭」にあわせ、珠洲市が建設して民間の団体が運営する形でオープンしましたが、去年1月の能登半島地震で浄化槽が壊れるなど大きな被害を受けました。

その後、8月にいったん営業を再開しましたが、9月の豪雨で再び被災し、2度目の休業を余儀なくされました。

観光地の災害復興に詳しい「観光レジリエンス研究所」の高松正人代表は「能登半島に観光客はまだ戻っていないというのが正直なところだ。
