In April, at the House of Representatives review committee, opinions were exchanged regarding the use of social media and other issues in the event of a national referendum on constitutional revision.

In this context, it was pointed out that methods for spreading disinformation are becoming more sophisticated, and that it is necessary to discuss whether legal penalties should be established in relation to national referendums.

Additionally, there was an opinion that it is necessary to clarify the responsibilities of social media operators, and that there is also a possibility that foreign forces may spread disinformation and interfere with the national referendum.

On the other hand, some expressed the opinion that simply regulating social media in elections or political activities could restrict freedom of expression and freedom of political activity, and that careful consideration is necessary.

It is expected that similar discussions will take place in the House of Councillors review committee in the future, and as concerns grow over the impact of false and misleading information on social media during elections, the relationship with national referendums has also become a new point of debate.
