The Nagano District Public Prosecutor’s Office indicted the president of a bus company and a former employee of the bus company for manslaughter on April 21 for failing to provide necessary training to drivers who were not familiar with driving large buses, even though they could have foreseen the possibility of causing fatalities and injuries in the bus accident in Karuizawa, Nagano Prefecture, which killed 15 people, including university students, five years ago.

The defendants indicted at home are Misaku Takahashi, 59, president of ESP, the Tokyo-based company that operated the bus, and Tsuyoshi Arai, 52, a former employee in charge of operation management.

5年ねん前まえ・平成へいせい28年ねん1月つき15日にちの未明みめい、長野ながの県けん軽井沢かるいざわ町まちでスキーツアーのバスがカーブを曲まがりきれずに道路どうろ脇わきに転落てんらくし、乗客じょうきゃくの大学生だいがくせいなど15人にんが死亡しぼう、26人にんがけがをしました

Five years ago, in the early morning of January 15, 2008, a ski tour bus in Karuizawa, Nagano Prefecture, failed to complete a curve and fell off the side of the road, killing 15 passengers, including university students, and injuring 26 others.

起訴きそ状じょうによりますと、2人にんは死亡しぼうした運転うんてん手しゅが「大型おおがたバスの運転うんてんは不安ふあんだ」と採用さいよう面接めんせつで話はなすなど、死傷ししょう事故じこを起おこす可能かのう性せいがあると予測よそくできたのに、大型おおがたバスの運転うんてんに不慣ふなれな運転うんてん手しゅの運転うんてん技術ぎじゅつを把握はあくしたり、必要ひつような訓練くんれんをしなかったりしたなどとして、業務ぎょうむ上じょう過失かしつ致死傷ちししょうの罪つみに問とわれています

一方いっぽう、ギアチェンジの操作そうさミスなどで事故じこを起おこしたとして、過失かしつ運転うんてん致死傷ちししょうの疑うたがいで書類しょるい送検そうけんされた当時とうじ65歳さいの運転うんてん手しゅは死亡しぼうしているため不ふ起訴きそとしました
