When the Board of Audit investigated funds contributed by national ministries and agencies to international organizations, it found 123 cases where funds had been provided without confirming their necessity.
会計検査院によりますと、国の省庁など合わせて20余りの機関が、一昨年度までの6年間に国連やOECD＝経済協力開発機構といった国際機関に資金を拠出したのは722件、合わせて5兆237億円に上りました。
According to the Board of Audit of Japan, over the six years up to the fiscal year before last, more than 20 government ministries and agencies provided funding to international organizations such as the United Nations and the OECD Organisation for Economic Co-operation and Development in a total of 722 cases, amounting to 5.0237 trillion yen.
会計検査院が、拠出から一定の時間がたった令和3年度までの4年間に行われた資金拠出を重点的に調べたところ、426件の3分の1に当たる145件で、定期的な会計報告を受けていないとか、資金が余っていないか確認していないといった不備が見つかりました。
The Board of Audit focused on examining the funds provided over the four years up to fiscal year 2021, after a certain period had passed since the contributions were made. As a result, deficiencies were found in 145 cases—about one-third of the 426 cases—such as not receiving regular financial reports or not confirming whether there were surplus funds.
このうち123件では、必要性を確認しないまま追加の資金拠出が行われたということです。
Of these, in 123 cases, additional funding was provided without confirming the necessity.
国内で使う新型コロナワクチンの購入費として拠出した資金について、ワクチン確保のめどが立ったため、途上国の購入支援に回った際、それを公表していないなど、情報の公開に課題があるケースも見つかりました。
Regarding the funds allocated for the purchase of new COVID-19 vaccines for domestic use, there have been cases where information disclosure is an issue—for example, when the outlook for securing vaccines became clear and the funds were redirected to support vaccine purchases in developing countries, this was not made public.
会計検査院は今後も状況を注視するとしています。
