ウクライナ情勢が緊迫するなか、ウクライナ政府は全土での非常事態宣言を発令しました。　
Due to the tense situation, the Government of Ukraine declared a state of emergency across the country.
ウクライナ議会は23日、ゼレンスキー大統領が提案し、国家安全保障防衛会議が決めた、全土での非常事態宣言発令を賛成多数で承認しました。　
On the 23rd, the National Assembly of Ukraine approved the declaration of a nationwide state of emergency proposed by President Zelensky and decided by the National Security and Defense Council.
宣言は24日から30日間で、移動や政治活動への制限や、当局が外出禁止令を出す権限を認めることも含まれます。　
The announcement, which runs for 30 days from the 24th, also includes restrictions on travel and political activity, and grants authorities the authority to issue stay-at-home orders.
親ロシア派が実効支配しロシアが独立を承認した東部の2つの地域については、すでに2014年から非常事態宣言が出されていて、今回の発令からは除外されています。　
The two eastern regions, which are effectively controlled by pro-Russian factions and approved by Russia as independent, have been declared a state of emergency since 2014 and are not included in this announcement.
一方、ゼレンスキー大統領は国民へのビデオメッセージを公開し、「ロシアはウクライナへの攻撃を承認した」「プーチン大統領は対話への呼び掛けに応じなかった」などと話しています。
Meanwhile, President Zelensky released a video announcement to the public, saying that "Russia approved the attack on Ukraine" and "President Putin did not respond to the call for dialogue".
