政府は、ことし6月に石破総理大臣をトップとする関係閣僚会議を立ち上げ、コメの価格高騰の要因について検証を進めていて、その概要が明らかになりました。
The government launched a meeting of relevant cabinet ministers led by Prime Minister Ishiba this June, and has been investigating the factors behind the sharp rise in rice prices. The outline of these findings has now been revealed.
それによりますと、農林水産省は人口減少などにより需要の減少傾向が続くことを前提に需要量の見通しを作成していて、インバウンド需要や1人あたりの消費量の増加を見通せていなかったとしています。
According to this, the Ministry of Agriculture, Forestry and Fisheries has been making demand forecasts based on the assumption that demand will continue to decline due to factors such as population decrease, and had not anticipated inbound demand or an increase in per capita consumption.
また、高温により、玄米を精米して得られる白米の割合「歩留まり」が低下した影響もあり、実際の生産量が不足していたとしています。
Also, due to the high temperatures, the yield—the percentage of white rice obtained from milling brown rice—decreased, resulting in an actual shortage in production.
その上で農林水産省が生産量は足りていると認識し、流通実態の把握に消極的だったことに加え、政府備蓄米の放出時期が遅れ、さらなる価格高騰を招いたと指摘しています。
On top of that, it is pointed out that the Ministry of Agriculture, Forestry and Fisheries recognized that production volume was sufficient and was reluctant to grasp the actual distribution situation, and in addition, the timing of the release of government stockpiled rice was delayed, causing further price increases.
そして、今後の方向性として、政策を転換し、耕作放棄地の活用などにより、増産にかじを切ることや、農地の集約や大区画化、スマート農業技術の活用などを通じて生産性の向上を行うことなどを打ち出しています。
And as for future direction, they are proposing a shift in policy towards increasing production by utilizing abandoned farmland, as well as improving productivity through measures such as consolidating and enlarging farmland and adopting smart agriculture technologies.
政府は、5日午後に開かれる関係閣僚会議で、こうした内容の検証結果をとりまとめることにしています。
The government plans to compile the results of this review at a meeting of relevant cabinet ministers to be held on the afternoon of the 5th.
