The National Police Agency has decided to launch a new system this October in which they will select key individuals as “targets” in investigations of anonymous, fluid criminal groups—such as those involved in “dark part-time jobs” and other roles in various crimes—and conduct intensive crackdowns with dedicated investigators gathered from across the country.

Tokuryu, who are involved in various crimes such as robberies, special fraud, and illegal activities in downtown areas, using people recruited for dark part-time jobs gathered through social media as perpetrators.

They communicate using messaging apps that leave no records, and since the members change with each crime, it is difficult to grasp the actual situation. As a result, the bottom-up push-up investigation, which traces from the lowest-level perpetrators to those giving orders, is becoming less effective in apprehending the ringleaders.

In the new framework expected to be launched this October, the Information Analysis Office, which will be established within the National Police Agency, will play a central role in selecting individuals believed to be at the core of the Tokuryu from various investigations as targets.

Approximately 200 dedicated investigators, gathered from police departments across the country, will use various laws to conduct a top-down, intensive crackdown on the selected targets. By combining this with bottom-up investigations, the aim is to dismantle not only the criminal organizations themselves but also their business models.

The name of the dedicated investigation unit is being considered as the Anonymous and Mobile Crime Group Crackdown Target Investigation Team, abbreviated as T3.

On the other hand, the Tokyo Metropolitan Police Department, which has jurisdiction over the capital, Tokyo, is also planning to significantly strengthen its system against Tokuryu by establishing the Tokuryu Countermeasures Headquarters in October as a command center for information analysis and strategy planning. In addition, under a new structure that integrates the existing Criminal Investigation Department and the Organized Crime Countermeasures Department, it will set up a Special Investigation Division. Preparations are underway to submit a draft ordinance to the Tokyo Metropolitan Assembly in June.
