In the case where representatives of a company operating pachinko parlors were arrested on suspicion of promising rewards to employees through store managers across the country in exchange for voting for a proportional representation candidate in the July House of Councillors election, interviews with investigative sources have revealed that several store managers have explained to voluntary investigators from the Metropolitan Police Department and others, saying things like, I thought it was illegal, but I had no choice but to obey because it was an order from headquarters.

According to the Metropolitan Police Department, six executives of the company, including Masanori Yamamoto real name: Changbeom Lee, the 50-year-old representative of Delpara, a pachinko chain operator based in Minato Ward, Tokyo, are suspected of violating the Public Offices Election Act by bribery. During the House of Councillors election period in July, they allegedly promised to pay a reward of 3,000 to 4,000 yen per person to 60 employees of their affiliated stores in exchange for voting for a candidate who was running in the proportional representation section for the Liberal Democratic Party.

The arrested executives reportedly held a web meeting with store managers from across the country and instructed them to ask employees to vote. According to interviews with investigators, several store managers explained, I thought it was illegal, but since it was an order from headquarters, I had no choice but to comply.

The joint investigation headquarters, including the Metropolitan Police Department, suspects that organizational bribery was conducted involving more than 250 employees, and is working to uncover the details. They are also investigating the manager and employees on suspicion of violating the Public Offices Election Act.
