JR東日本によりますと、新宿">新宿駅と新大久保駅の間を走行していた内回りの電車内で煙が出ているという情報があり、安全確認のため、午後4時10分ごろから内回りと外回りで運転を見合わせましたが、午後5時すぎに外回りで運転を再開しました。
According to JR East, there was information that smoke was coming out inside an inbound train running between Shinjuku Station and Shin-Okubo Station. For safety checks, both inbound and outbound services were suspended from around 4:10 p.m., but outbound service resumed after 5:00 p.m.
当時、電車内に煙が充満し、線路上に一部の乗客が降りたため、最寄の新大久保駅まで誘導したということです。

この影響で中央線と埼京線なども運転を見合わせていましたが順次、再開しているということです。

20日午後4時ごろ、煙が出たJR山手線の車両に乗り合わせたという男性が撮影した映像です。
This is a video taken by a man who happened to be on the JR Yamanote Line train where smoke appeared around 4 p.m. on the 20th.
映像からは袋状のものから白い煙が出ているのが確認できます。

乗客と見られる人が消火器を使って消火を試みる様子も見られます。

映像を撮影した男性によりますと電車が新宿駅に到着する前に人の叫び声が聞こえて、様子を見に行ったところ袋から煙が出ていたということです。
