The Ministry of Land, Infrastructure, Transport and Tourism announced on the 17th the results of a special inspection of sewer pipes requested from municipalities nationwide, following a road collapse that occurred in Yashio City, Saitama Prefecture this January.

It is reported that sewer pipes requiring prompt measures within one year due to severe corrosion or damage totaling approximately 72 kilometers have been identified across 35 prefectures.

The large-scale road collapse in Yashio City, Saitama Prefecture is believed to have been caused by underground sewer pipes being corroded by hydrogen sulfide generated from sewage.

The Ministry of Land, Infrastructure, Transport and Tourism requested all local governments to conduct a nationwide special priority survey to inspect the condition of sewer pipes following a road collapse in March this year. On the 17th, they reported to a committee of experts the results from locations that were given priority for investigation, such as those where the sewer pipe structure was similar to the site in Yashio City.

As a result, it has been found that sewer pipes classified as Urgency Level *1, which require prompt action within one year in principle due to severe corrosion or damage, total approximately 72 kilometers across 71 municipalities in 35 prefectures.

By prefecture, Aichi has the longest distance at about 14 kilometers, followed by Ibaraki at about 10.

It is also reported that sewer pipes judged as urgency level*2, which require countermeasures within five years due to moderate corrosion or damage, total approximately 225 kilometers across 83 municipalities in 36 prefectures.

Of these sewer pipes, underground cavities were found in a total of six locations: one in Kitami City, Hokkaido, two in Niigata City, and three in Tamana City, Kumamoto Prefecture.

Of these, measures such as filling the cavities have already been completed at four locations in Kitami City and Tamana City. As for the two locations in Niigata City, although the possibility of road collapse is low due to the size of the cavities and other factors, prompt measures are planned.

The Ministry of Land, Infrastructure, Transport and Tourism considers measures such as sealing damaged areas and using a method called rehabilitation technique, in which a new pipe is installed inside the existing sewer pipe, to be effective countermeasures for corroded or damaged sewer pipes. The ministry plans to provide technical and financial support to local governments.

On the other hand, for the results outside of this priority investigation, we are requesting that the findings be reported by around February next year.

*In the survey results, the breakdown of sewer pipes classified as Urgency Level 1 in Roman numerals refers to the breakdown by municipality of sewer pipes that were assessed as Urgency Level 1.
