Shizuoka Prefecture Ito City Mayor Maki Takubo, who has been accused of falsifying her academic background, announced on the 29th that a new guideline will be established requiring future mayors to submit academic certificates and other documents to the city.

The diploma is not included among the documents required for submission.

This was announced by Mayor Takubo of Ito City at the regular press conference held on the 29th.

According to this, a new mayor, in principle, will be required to submit documents such as a certificate of their most recent academic background, a certificate of work history, and a resume to the citys Secretary and Public Relations Division within 21 days of taking office, based on newly established guidelines.

The purpose is for the city to accurately obtain the necessary personal information and background details.

They will also require the submission of a résumé for public disclosure, which will be posted on the city’s website and used as basic material for publication in public relations magazines.

The implementation date of the guidelines is October 1, and no penalties are stipulated.

The academic certificate to be submitted by the mayor is different from a diploma, and according to the new guidelines, a diploma is not included among the required documents.

The guidelines also apply to the current mayor, and Mayor Takubo himself will submit documents such as proof of high school graduation.

Regarding the suspicion of falsifying academic credentials, Mayor Takubo refused to submit the document considered to be a diploma to the city councils Article 100 committee, and testified that he first learned of his expulsion this June and had mistakenly believed he had graduated from the university. In response to this, the city council has filed a criminal complaint on suspicion of violating the Local Autonomy Act.

After Mayor Takubo received a vote of no confidence from the city council, he dissolved the council, and a city council election will be held on October 19.
