関連法案が16
日閣議決定されました。
The bill related to pension system reform, whose contents had been difficult to coordinate between the government and the Liberal Democratic Party, was approved by the Cabinet on the 16th.

政府はいまの
国会での
成立を
目指す方針です。
The main point is to abolish the wage requirement known as the 1.06 million yen barrier so that people working part-time and similar jobs can more easily join the Employees Pension Insurance. The government aims to have this passed in the current Diet session.
法案では、働き方の多様化を踏まえ、パートなどで働く人が厚生年金に加入しやすくなるよう「年収106万円の壁」と呼ばれる賃金要件を、法律の公布から3年以内に撤廃するとしています。
The bill stipulates that, taking into account the diversification of work styles, the so-called 1.06 million yen annual income barrier—a wage requirement that makes it difficult for part-time workers and others to join the Employees’ Pension Insurance—will be abolished within three years of the law’s promulgation.
また、従業員51人以上としている企業規模の要件も、2027年10月から段階的に緩和し、10年後になくすことが明記されています。
It is also clearly stated that the company size requirement of having 51 or more employees will be gradually relaxed starting from October 2027, and will be eliminated entirely in ten years.
こうした厚生年金の適用拡大にあたっては、保険料負担が生じることによる働き控えも防ぐため、労使折半となっている保険料を企業側が3年間より多く負担できる仕組みを来年10月以降設け、企業側が多く負担した分は、全額、支援するとしています。
In expanding the coverage of employees pension insurance, in order to prevent people from refraining from working due to the burden of insurance premiums, a system will be established from next October that allows companies to bear a greater share of the premiums, which are usually split evenly between labor and management, for up to three years. The government will fully support the additional amount borne by companies.
一方、厚生年金の積立金を活用して基礎年金を底上げする措置も柱の1つとして検討されてきましたが、自民党から厚生年金の給付水準が一時的に下がることへの懸念が出されるなどして調整が難航し、盛り込まれませんでした。
On the other hand, measures to use Employees’ Pension fund reserves to boost the Basic Pension have also been considered as one of the main pillars, but since concerns were raised by the Liberal Democratic Party about the temporary decrease in Employees’ Pension benefit levels, adjustments became difficult and the measure was not included.
政府は、いまの国会で、法案の成立を目指す方針です。
The government plans to aim for the passage of the bill during the current Diet session.
ただ、野党側には基礎年金の底上げの措置を見送れば、いわゆる「就職氷河期」世代の将来の年金が十分確保できなくなるなどとして修正を求める声があり、審議の論点となる見通しです。
However, the opposition parties are calling for revisions, arguing that if measures to raise the basic pension are postponed, the so-called employment ice age generation will not be able to secure sufficient pensions in the future. This is expected to become a point of contention in the deliberations.
