More than 200,000 students nationwide receive resource room instruction, in which some classes are taken in separate rooms due to developmental disabilities and other reasons. In response, the Ministry of Education, Culture, Sports, Science and Technology has decided to begin examining appropriate instructional methods for high schools starting next academic year.
「通級指導」は、読み書きが苦手だったり、対人関係を築きにくかったりする児童生徒が、通常の学級に在籍しながら、障害に応じて一部の授業を別室で受けるもので、2023年度、全国で20万3000人余りと過去最多となっています。
Resource room instruction is a system in which students who have difficulties with reading and writing or have trouble building interpersonal relationships attend regular classes but receive some lessons in a separate room according to their disabilities. In the 2023 school year, the number of such students nationwide exceeded 203,000, the highest ever recorded.
しかし、小中学生に比べて高校生の利用が広がっていないことを受けて、文部科学省は、来年度、高校での適切な指導方法などの検証を始める方針を決めました。
However, since the use among high school students has not spread as much as among elementary and junior high school students, the Ministry of Education, Culture, Sports, Science and Technology has decided to begin examining appropriate teaching methods for high schools next year.
具体的には、モデル校を指定したうえで、高校卒業後の就労も見据えた通級指導の充実方法や制度の周知のあり方などを検証することにしています。
Specifically, after designating model schools, we plan to examine ways to enhance resource room instruction with a view to employment after high school graduation, as well as how to effectively raise awareness of the system.
このほか、ICT=情報通信技術を活用した障害児支援施設と学校との情報共有の方法や、自分自身や周りの人を傷つけるなどの行動が頻繁にみられる「強度行動障害」について教員の理解を深める調査研究などを行うことにしています。
In addition, plans are being made to conduct research studies to deepen teachers understanding of methods for sharing information between support facilities for children with disabilities and schools using ICT Information and Communication Technology, as well as about severe behavioral disorders, which are characterized by frequent actions such as self-harm or harming others.
文部科学省は、検証を踏まえ障害のある子どもたちのニーズに応じた適切な指導や支援につなげたい考えで、関連する予算を来年度予算案の概算要求に盛り込む方針です。
The Ministry of Education, Culture, Sports, Science and Technology plans to incorporate the related budget into the budget request for next fiscal year, aiming to provide appropriate guidance and support tailored to the needs of children with disabilities based on the results of the review.
