A proposed ordinance encouraging people to limit the use of smartphones and similar devices to within two hours a day, except for work, study, or housework, will be voted on by the city council of Toyoake City, Aichi Prefecture, on the 22nd.

According to the city, this is the first ordinance in Japan that sets guidelines for smartphone and similar device usage time for all citizens. If passed and enacted, it will take effect from October 1.

Toyohashi City has submitted a proposed ordinance encouraging people to limit the use of smartphones, tablets, game consoles, and similar devices to no more than two hours a day outside of work, study, or household chores. The city cites concerns that prolonged use of such devices can negatively affect not only health, such as causing sleep deprivation, but also the home environment by reducing family conversation, potentially hindering the healthy development of children.

The policy applies to all citizens and children under 18 who attend schools in the city. For childrens use, it suggests time guidelines: elementary school students and younger should use it until 9 p.m., and junior high school students and older until 10 p.m. It also encourages each household to set its own rules.

There is no binding force or penalties in the proposed ordinance.

The proposed ordinance was discussed at a city council committee meeting on September 16, and supporting council members expressed opinions such as, It is meaningful for the city to indicate a certain direction and provide an opportunity for people to think.

On the other hand, some opposing assembly members voiced concerns such as, Ordinances are serious matters, and its frightening to intrude into peoples private lives. When it came to a vote, the numbers for and against were equal, but the chairpersons decision led to its approval.

A supplementary resolution was also passed, calling for respect for civil liberties, thorough explanations, and verification of effectiveness.

This ordinance bill is scheduled to be voted on at the city council plenary session on the 22nd, and if it is approved and passed, it will come into effect on October 1st.

According to Toyoake City, Aichi Prefecture, regarding the proposed ordinance that sets guidelines for smartphone usage time, a total of 319 opinions were received by phone, email, and letter by September 19 after the city announced it. Out of these, 50 were in favor.

Of these, there were 139 emails and letters to the mayor, and 50 of them were in favor of the proposed ordinance.
