The Japan Fair Trade Commission conducted an on-site inspection on the morning of the 30th, suspecting that four companies in Tokyo and Kanagawa repeatedly engaged in bid-rigging to decide in advance which company would win the road cleaning contracts ordered by the Metropolitan Expressway Company.
発注元の首都高速道路にも立ち入り検査を行っていて、公正取引委員会は詳しい入札の経緯を調べることにしています。
The Japan Fair Trade Commission is also conducting on-site inspections at the Metropolitan Expressway Company, which placed the orders, and plans to investigate the details of the bidding process.
独占禁止法違反の疑いで立ち入り検査を受けているのは、東京 千代田区の「スバル興業」と東京 新宿区の「日本ハイウエイ・サービス」、その子会社で横浜市の「首都ハイウエイサービス」、そして東京 中央区の「京葉ロードメンテナンス」のあわせて4社です。
The four companies being inspected on suspicion of violating the Antimonopoly Act are Subaru Kogyo in Chiyoda Ward, Tokyo; Nihon Highway Service in Shinjuku Ward, Tokyo; its subsidiary Shuto Highway Service in Yokohama City; and Keiyo Road Maintenance in Chuo Ward, Tokyo.
関係者によりますと、4社は、首都高速道路が発注した道路清掃の入札をめぐり、落札する会社を事前に調整する談合を繰り返していた疑いがあるということです。
According to sources, the four companies are suspected of repeatedly colluding to decide in advance which company would win the bids for road cleaning contracts ordered by the Metropolitan Expressway Company.
道路清掃の入札は2年に1度、競争入札で行われ、4つに分けられたエリアについて連絡を取り合い、それぞれ落札する会社を調整していたとみられています。
Bids for road cleaning are held every two years through competitive bidding, and it appears that the companies coordinated with each other regarding the four divided areas to adjust which company would win each bid.
エリアごとの落札金額は十数億円から20億円の規模で、こうした談合は過去数回の入札で行われていた疑いがあるということです。
The winning bid amounts for each area range from over one billion yen to two billion yen, and there are suspicions that such bid-rigging has occurred in several past tenders.
公正取引委員会は、発注元の首都高速道路にも立ち入り検査を行っていて、今後、関係者から聴き取りを行うなどして詳しい入札の経緯を調べることにしています。
The Japan Fair Trade Commission has also conducted on-site inspections of the ordering party, Metropolitan Expressway, and plans to investigate the details of the bidding process by interviewing those involved and other means.
