北朝鮮国防省が声明で「北南合意で中止した全軍事措置を即時復活させる」「軍事境界線地域に、より強力な軍事力を前進配備する」と宣言したということです。　
North Korea's Ministry of National Defense announced in a statement that it would "immediately restore all military measures suspended under the North-South Agreement" and “deploy stronger military forces to the military boundary area.”
声明は合意の事実上の「破棄」とみられ、韓国が北朝鮮の衛星打ち上げに反発し、合意の効力を一部停止して境界地域で偵察活動を再開するとしたことへの対抗措置とみられます。
