She is calling for increasing milk consumption in Tokyo as a major consuming area.

小池知事は17日、定例記者会見の冒頭で、グラスに注がれた牛乳を飲み干しました。　
Governor Koike drank milk poured into a glass at the beginning of his regular press conference held on the 17th.
今年はコロナ禍で牛乳の需要が落ち込み、年末年始には全国でおよそ5000トン、牛乳パック500万本分の生乳が廃棄される恐れがあります。　
Demand for milk this year has decreased due to the spread of corona virus, and there is a risk that about 5,000 tons of raw milk and 5 million milk cartons will be discarded nationwide during the year-end and new year.
小池知事は、東京が一大消費地であるとして「皆で飲みましょう」と呼び掛けました。
Governor Koike urged "let's drink together", saying that Tokyo is a major consuming area.
