この制度は携帯電話についているdocomo.ne.jpやau.com、softbank.ne.jpなどのメールアドレスを、キャリアを代えた場合でも引き継げる制度です。　
This system allows you to take over the e-mail addresses of docomo.ne.jp, au.com, softbank.ne.jp, etc. attached to your mobile phone even when changing carriers.
武田大臣は「キャリアメールの持ち運びができないことで、乗り換えをためらうユーザーがいる」と指摘し、年内に制度をスタートさせたい考えを示しました。　
Minister Takeda pointed out that "some users are afraid to switch because they cannot carry carrier mail" and expressed the intention to launch the system by the end of the year.
総務省はこうした制度を使うことで携帯電話サービスの競争を刺激する施策にしたい考えです。
The Ministry of Internal Affairs and Communications wants to use the system as a means to stimulate competition in mobile phone services.
