Starting in fiscal year 2026, the nationwide Kodomo Dare Demo Tsūen Seido Childcare Access for All Children System will allow children under the age of three to be placed in daycare centers even if their parents are not working. Prime Minister Ishiba expressed the governments intention to take responsibility for creating an environment that will ensure the smooth introduction of this system.

The Kodomo Dare Demo Tsuuen Seido Childcare for All Children System is a system that allows children under the age of three to be placed in daycare centers and similar facilities upon request, regardless of their guardians employment status. It will be implemented in all municipalities nationwide from the 2026 fiscal year.

Prime Minister Ishiba visited a child-rearing support facility in Kawasaki City, where the system is already in place, on the 26th and exchanged opinions with childcare workers and parents.

Among these, childcare workers expressed requests such as the need for further improvement in working conditions in order to increase their numbers, as their job carries the heavy responsibility of being entrusted with childrens lives.

After the inspection, Prime Minister Ishiba told reporters, The government has a heavy responsibility to ensure that this system can be applied anywhere in the country, including depopulated areas and regions said to be at risk of disappearing. He expressed the governments intention to take responsibility for creating an environment that will allow for the smooth introduction of the system.
