公表しました。
Based on lessons learned from last year, the government reviewed and published guidelines summarizing the actions that local governments and businesses should take when an emergency advisory is issued.
「巨大地震注意」の場合、鉄道の運行規制は原則として求めないことを明記するなどしていて、自治体や事業者に対応の検討を進めてほしいとしています。
In the case of a major earthquake warning, it is clearly stated that, in principle, railway operation restrictions are not required, and municipalities and operators are encouraged to consider how to respond.
去年8月、日向灘を震源とする地震で南海トラフ地震臨時情報の「巨大地震注意」が初めて発表され、1週間にわたり、地震への備えを改めて確認するよう呼びかけられました。
In August last year, for the first time, a Major Earthquake Advisory was issued as a Nankai Trough Earthquake Temporary Information following an earthquake with its epicenter in the Hyuga-nada Sea. For a week, people were urged to review their earthquake preparedness.
あらかじめガイドラインは示していたものの、マグニチュード8以上の地震が起きた時に出される「巨大地震警戒」が中心だったこともあり、自治体や事業者の中では対応を巡って戸惑いがみられました。
Although guidelines had been provided in advance, there was confusion among local governments and businesses about how to respond, partly because the focus was mainly on the major earthquake warning issued when an earthquake of magnitude 8 or higher occurs.
このため防災対応を所管する内閣府はガイドラインを見直し、自治体や事業者が情報発表時に取るべき対応を重点的に記載しました。
For this reason, the Cabinet Office, which is responsible for disaster prevention measures, has revised the guidelines to focus on the actions that local governments and businesses should take when releasing information.
この中では、鉄道には「巨大地震注意」の場合、運休や徐行運転といった運行規制は原則、求めないとしています。
In this context, it is stated that, in principle, railway companies are not required to suspend operations or impose speed restrictions in the event of a major earthquake warning.
また、去年実際にとられた対応もまとめられていて、避難場所に非常用電源や誘導灯を設置するなどしたうえで「阿波おどり」を実施した徳島市の取り組みのほか、外国語や「やさしい日本語」での発信を充実させた事例などが当事者が感じた教訓もあわせて記載されています。
Additionally, it summarizes the measures actually taken last year, including Tokushima Citys efforts to hold the Awa Odori festival after installing emergency power supplies and guide lights at evacuation sites. It also includes cases where information was provided in foreign languages and in Easy Japanese, along with the lessons learned by those involved.
このほか、国などに寄せられた質問とその回答案も掲載され、イベントの開催については、「備えを確認するなどの適切な対応を踏まえたうえで、できるかぎり開催することが望ましい」としたうえで、「『巨大地震警戒』の場合は事前避難対象地域内など、明らかに命に危険が及ぶ活動などに対しては、開催の中止を検討することも必要だ」としています。

内閣府は「臨時情報が発表されたときに円滑な対応がとれるように、新たなガイドラインに基づいて防災対応を事前に決めておいてもらいたい」としています。
The Cabinet Office says, We want people to decide in advance on their disaster response based on the new guidelines, so that they can respond smoothly when emergency information is announced.
