The National Police Agency has decided to implement enforcement through so-called blue tickets, which notify offenders of fines for traffic violations by bicycles, similar to cars and motorcycles, starting from April 1st next year.

The amount of fines varies depending on the violation, such as setting a fine of 12,000 yen for so-called driving while using a mobile phone, and the National Police Agency plans to amend the government ordinance after conducting a public comment.

Bicycle-related accidents are on the rise, and last years revised Road Traffic Act introduced the issuance of a blue ticket for bicycle traffic violations, similar to cars and motorcycles, where a fine is imposed, and if paid, no criminal penalty is applied.

The National Police Agency has decided to implement this system from April 1st next year and has compiled a proposal for the amount of fines for 113 traffic violations subject to the blue ticket.

According to this, driving while using a mobile phone, so-called driving while distracted, is 12,000 yen; ignoring traffic signals is 6,000 yen; violations such as driving the wrong way or on sidewalks are 6,000 yen. These violations, which are considered offenses for cars and motorcycles, have the same fines as for mopeds.

In addition, a penalty of 5,000 yen has been set for bicycle-specific violations, such as a malfunctioning braking system where the brakes do not work, and 3,000 yen for violations of the prohibition on parallel riding.

The National Police Agency plans to amend the ordinance after conducting a public comment process starting on the 25th, and will focus on cracking down on violations that could lead to serious accidents after the enforcement in April next year.
