As the number of people using nursing care services increases due to the aging population, discussions on issues such as the appropriate amount of out-of-pocket expenses for users have begun at a national panel of experts in preparation for the triennial review of the long-term care insurance system, with plans to compile a policy by the end of the year.
介護保険サービスを利用する人は去年4月末">月末時点で529万人で、介護保険制度が始まった2000年から3倍以上に増加し40歳以上の人が支払う保険料負担もあがっています。
People using long-term care insurance services numbered 5.29 million as of the end of April last year, more than three times the number since the long-term care insurance system began in 2000, and the insurance premiums paid by people aged 40 and over have also increased.
こうした中、ことし6月に閣議決定された「骨太の方針」では、現役世代の負担を軽減し全世代型の社会保障が不可欠だとして、原則1割の利用者負担の見直しなどがあがっています。
Amid these circumstances, the “Basic Policy” approved by the Cabinet this June states that it is essential to have an all-generation social security system that eases the burden on the working-age population, and mentions measures such as revising the standard 10% user copayment.
29日に開かれた厚生労働省の専門家会議では、3年に1度行われる介護保険制度の見直しに向け、介護サービスの給付と負担のあり方などについて議論を始めました。
At the expert panel meeting held by the Ministry of Health, Labour and Welfare on the 29th, discussions began regarding the provision and cost-sharing of nursing care services, in preparation for the triennial review of the nursing care insurance system.
委員からは「物価高の中で自己負担が増加すると、サービスの利用を控えて健康の悪化などにつながりかねず容認できない」という意見のほか、「保険料負担の増加で現役世代は限界に達しており、負担軽減の見直しが不可欠だ」といった意見が上がっていました。
Some committee members expressed opinions such as, If out-of-pocket expenses increase amid rising prices, people may refrain from using services, which could lead to deteriorating health, so this is unacceptable. Others said, With the increase in insurance premiums, the working generation has reached its limit, and it is essential to review measures to reduce their burden.
今後、具体的な項目ごとに議論を進め、年内にも方針を取りまとめることにしています。
