420 billion yen of Tokyo’s tax income to be redistributed to the country’s municipalities.
In a new system to improve the tax revenue disparity between rural and urban areas, next year approximately 420 billion yen of Tokyo’s tax revenue will be redistributed to rural areas. The ministry for internal affairs and communications policy will target the redistribution towards municipalities where population decrease, ageing population and low birth rates are worst affected.
This new system will be introduced as part of the coming year’s tax reform, and the government will collect a part of corporation tax paid by companies to municipalities and redistribute it to rural areas. As a result, approximately 420 billion yen of Tokyo’s tax income will be redistributed to rural areas next year.
The ministry for internal affairs and communications has formulated a foundational policy for the deciding of the amount of money that will be redistributed towards each rural area municipality.
210 billion, or half of the 420 billion yen total will be distributed to all prefecture administrations excluding Tokyo, and the rest will be distributed to cities, towns and villages across the country.
In addition, the Ministry will decide on concrete figures for targeted distribution funds to municipalities where there is a need to make efforts to rejuvinate and maintain local societies, and areas where it is indicated that depopulation is occurring due to declining birth rates and an ageing population.
An exact calculation method for these figures will be decided by the ministry shortly, and they will be issued to each municipality as part of a rural areas tax grant.
