Ahead of the House of Councillors election, NHK conducted a survey of political parties and organizations, asking them to choose from five options what the government should prioritize most to ensure a stable supply of rice. Opinions were divided between improving distribution channels and introducing a system to compensate farmers incomes.
NHKは、参議院選挙を前に14の政党や政治団体を対象に政策アンケートを行いました。
NHK conducted a policy survey targeting 14 political parties and organizations ahead of the House of Councillors election.
コメの安定供給に向けて、いま政府が最優先で取り組むべきことを5つの選択肢を挙げて尋ねたところ、「流通経路の改善」と回答したのは日本維新の会、日本保守党、みんなでつくる党、NHK党、再生の道、チームみらい。
When asked to name five priorities the government should focus on to ensure a stable supply of rice, the parties that answered improving distribution channels were Nippon Ishin Japan Innovation Party, Japan Conservative Party, Minna de Tsukuru Party, NHK Party, Path of Regeneration, and Team Mirai.
一方、「農家の所得を補償する制度の導入」は国民民主党、共産党、れいわ新選組、参政党、社民党で、「流通経路の改善」と「農家の所得補償制度」で意見が分かれました。
On the other hand, the introduction of a system to compensate farmers incomes was supported by the Democratic Party for the People, the Communist Party, Reiwa Shinsengumi, the Sanseito, and the Social Democratic Party, while opinions were divided on improvement of distribution channels and the farmers income compensation system.
自民党と公明党は「その他」、立憲民主党は「回答しない」でした。
The Liberal Democratic Party and Komeito were Other, and the Constitutional Democratic Party was No answer.
また回答の理由や主張を見ますと、
自民党は「生産・流通・備蓄の各段階で在庫と流通量を検証し、需給動向を把握して機動的に対応する」
立憲民主党は「農業者戸別所得補償制度をバージョンアップし、食料と農地を守る直接支払制度を創設する」
日本維新の会は「補助金の誘導や需要予測による生産抑制をやめ、増産、輸出を図る」
公明党は「流通実態の可視化を通じ適正価格での流通を促す。
Looking at the reasons and claims for their answers: the Liberal Democratic Party says, We will verify stock and distribution volume at each stage of production, distribution, and storage, grasp supply and demand trends, and respond flexibly. The Constitutional Democratic Party says, We will upgrade the individual income compensation system for farmers and establish a direct payment system to protect food and farmland. Nippon Ishin Japan Innovation Party says, We will stop production restrictions through subsidies and demand forecasts, and aim to increase production and exports. Komeito says, We will promote distribution at fair prices by visualizing the actual state of distribution.

We will clearly indicate a policy of increasing production and provide integrated support for farming. The Communist Party says, A system is needed to guarantee prices and incomes that make reproduction possible, in order to ensure a sufficient supply-demand balance. Reiwa Shinsengumi says, The government should compensate producers for their costs.

The Sanseito party states, It is necessary to introduce direct income compensation and quasi-civil servant status to stabilize farmers income. The Social Democratic Party says, Revitalize small-scale farmers through measures such as individual income compensation systems and support for new entrants. The Minna de Tsukuru party claims, By reviewing the distribution monopoly by JA, price transparency and competition will advance. The NHK party asserts, Policies protecting farmers should be revised by promoting the expansion of corporate participation. Saisei no Michi says, Improvements in inventory management and other areas are necessary.

The Japan Conservative Party did not provide any reasons for their response.

「2000円台」だったのは日本維新の会、共産党、れいわ新選組、みんなでつくる党
「3000円台」は公明党、国民民主党、参政党、社民党、チームみらいで、
「2000円台」と「3000円台」で分かれました。
When asked about the appropriate average retail price per 5 kilograms of rice, including tax, with five options, the parties that chose in the 2,000 yen range were Nippon Ishin no Kai Japan Innovation Party, the Communist Party, Reiwa Shinsengumi, and the Minna de Tsukuru Party. Those that chose in the 3,000 yen range were Komeito, the Democratic Party for the People, the Sanseito, the Social Democratic Party, and Team Mirai. The answers were split between in the 2,000 yen range and in the 3,000 yen range.
「1000円台以下」、「4000円台」、「5000円以上」という回答はありませんでした。
There were no responses such as under 1,000 yen, in the 4,000 yen range, or 5,000 yen or more.
自民党、立憲民主党、日本保守党、NHK党、再生の道は「回答しない」でした。
The Liberal Democratic Party, the Constitutional Democratic Party, the Japan Conservative Party, and the NHK Party all answered No comment regarding the path to recovery.
